This presentation will provide a refresher course on the Family Educational Rights and Privacy Act (FERPA) and will focus on the rules for protection and disclosure of student information. The session will also review the intersection between FERPA and other laws, including the North Carolina Public Records Act and the Health Insurance Portability and Accountability Act (HIPAA). We will look at the similarities and differences between FERPA and HIPAA, and situations under which one or both may apply. We will learn about what is and is not considered an "education record" and why --- and what are some exceptions.
