Major Event Administration

Appendix B, University Policy 601.6, Use of University Space

  1. As indicated in Section II of University Policy 601.6, a “Major Event” (formerly referred to as “Large-Scale Event”) means an event at which any of the following conditions apply:
    1. Over 150 persons are anticipated to attend, and the attendees will include individuals who are not affiliated with the University;
    2. The event features an elected official, public figure, foreign dignitary, or candidate at the federal, state, or local government level;
    3. The event is likely to significantly affect campus safety and security (based on assessment from the Department of Safety and Security) or campus services; or
    4. The event has a substantial likelihood of interfering with other University-sponsored events, activities, or essential University processes.
  2. Major Events additionally include any event at which any two or more of the following conditions apply:
    1. Events open to the public;
    2. Ticketed events;
    3. The event extends the normal operating hours for University Space;
    4. Alcohol is intended to be served;
    5. Outdoor amplified sound or light is requested; or
    6. The complexity of the event requires the involvement of more than one University administrative unit.
  3. Any event proposed under Section IV.D of University Policy 601.6 will be assessed by CRES to determine whether two or more of the conditions above apply.
  4. Any determination by CRES that a proposed event will be a Major Event shall be based on the assessment of the conditions above, and shall not be based on the content or viewpoints anticipated to be expressed during the event. 
  5. If CRES determines that the proposed event will be a Major Event, CRES will make a determination about whether it is appropriate to request a security assessment by the Department of Safety and Security or any other relevant University officials necessary to assess security, access, and other issues related to health, safety, or campus operations. 
  6. If the Department of Safety and Security or any other relevant University officials undertake a security assessment for a Major Event, that assessment will consider objective criteria including: 
    1. number of anticipated attendees;
    2. whether the proposed Major Event involves an activity or Structure that poses a risk of personal injury or damage to University property;
    3. location where the event is to be held;
    4. time of day when the event will be held;
    5. number of entry and exit points;
    6. traffic control;
    7. crowd control;
    8. whether the group intends to charge admission to the event;
    9. any prior incidents of injury or property damage during similar events at the University or other institutions; and
    10. type of event (e.g. concert, nationally recognized speaker, etc.)
  7. If the Department of Safety and Security and/or the Responsible Administrator determines that additional security measures are required for a Major Event, the sponsoring University Group, Student Organization, Non-University Group, or individual shall be responsible for paying all costs for the additional security personnel and for other security measures related to the Major Event. 
  8. Groups sponsoring a Major Event must adhere to any requirements established as a result of the security assessment to ensure security, access, and other issues related to health, safety, or campus operations.
