Prohibition on Camping

  1. Policy
    1. To further its commitment to maintaining a clean, aesthetically pleasing, healthy, and safe work, educational, and living environment, the University generally prohibits the use of University Property for purposes unrelated to its officially recognized programs and activities.
    2. Camping is not permitted on UNC Charlotte ("University") Property, except as provided in Section VI below.
  2. Scope and Applicability

This Policy applies to all University community members, including faculty, staff, students, and affiliates, as well as certain non-University community members such as contractors and visitors.

  1. Definitions
    1.  “Camping” is defined as any of the following:
      1. The establishment of, or attempt to establish, temporary or permanent living quarters at any location on University Property other than residence halls, apartments, or other University managed housing;
      2. Sleeping outdoors on University Property with or without bedding, tent, hammock, tarp, or similar device, protection, or equipment overnight (between sunset and sunrise);
      3. Sleeping in, on top of, or under any parked vehicle on University Property;
      4. Establishing or maintaining outdoors, or in or under any structure not designated for human occupancy, at any time during the day or night, a temporary or permanent place on University Property for cooking, storing of personal belongings, or sleeping by setting up any bedding, sleeping bag, mattress, tent, hammock or other sleeping equipment, or by setting up any cooking equipment that has not been approved by the Office of Environmental Health & Safety.
    2. “University Property” means any building, Structure (as that term is defined in University Policy 601.6, Use of University Space), or outdoor space that is owned, leased, operated, managed, or controlled by the University.
  2. Responsibilities

The following offices or positions are responsible for addressing non-compliance with this Policy:

  1. The respective supervisor, department chair, or dean is responsible for addressing non-compliance with this Policy by their employees.
  2. The Office of the Dean of Students is responsible for addressing non-compliance with this Policy by students.
  3. The Department of Safety and Security is responsible for addressing non-compliance with this Policy by persons other than employees or students and may also address violations of this Policy by employees and students that constitute criminal trespass or any other violation of law.
  4. The Chancellor has the authority to make any exceptions to this Policy in cases of extraordinary circumstances in accordance with Section VI below.
  1. Compliance

All employees, students, contractors, and visitors shall comply with this Policy and any lawful request by a University official to comply with this Policy.

  1. Exceptions

Actions that constitute "camping" as defined in Section III above may be permitted under the following special circumstances:

  1. When expressly authorized by the University in connection with a ticketed event, including the night before an intercollegiate athletics contest or as part of Tailgating activities, provided that the camping occurs in designated areas and campers adhere to all University policies and directives from University officials. See University Policy 718, Tailgating.
  2. In extraordinary circumstances, such as times of natural disaster, when approved in writing in advance by the Chancellor or designee.
  3. In cases in which a Proclamation of Extraordinary Event (PoEE) has been declared by the University, the Chancellor or designee may make exceptions to this Policy. See University Policy 701, Emergency Management.
