New & Revised Policies

University Policy 605.2 , Privacy and Confidentiality of Individually Identifiable Health Care Information under HIPAA

University Policy 605.2  has been revised to:

1. designate the University as a “hybrid entity,” under HIPAA,
2. clarify that the Student Health Center and the Christine F. Price Center for Counseling and Psychological Services and any University research component that creates, receives, transmits or maintains personal health information are the “covered health care components” of the hybrid entity,
3. delete the Department of Athletics and the Office of Disability Services as covered health care components of the hybrid entity,
4. identify the Chief Compliance Officer as the HIPAA Privacy Officer,
5. identify the Assistant Vice Chancellor for Network Infrastructure as the HIPAA Security Officer, and
6. clarify that reports of a privacy breach involving personal health information should be made to the HIPAA Privacy Officer.

University Policy 717, Unmanned Aircraft Systems (UAS)

This University Policy has been revised to

• broaden the scope of policy applicability to include all campus property;
• streamline and clarify required advance notice requirements for UAS flights on campus;
• clarify the circumstances under which UNC Charlotte may allow non-University commercial flights on campus;
• prohibit UAS operations while UNC Charlotte is in Operating Condition C1, C2, or C3; and
• articulate universal safety standards that must be followed.

University Policy 601.11 , Purchasing Policy

University Policy 601.11, Purchasing Policy, has been revised to provide clarifying language and to address some substantive changes such as a change in the Federal Uniform Guidance threshold for bidding. The revisions include specific updates re: Petty Cash, P-Card Purchases, Affirmative Action (including Veteran status), as well as specific updates regarding purchasing activity such as Standing Purchase Orders, Direct Pay Requests, Written Contracts (and Authority to Sign Contracts noted), and Consulting Agreements.

University Policy 601.15 , Control and Management of University Equipment and Other Property

The revisions to University Policy 601.15 and its Supplemental Procedures reflect changes to various Fixed Asset processes and procedures associated with the following: 

1. new accounting regulations as pronounced by the Governmental Accounting Standards Board (GASB),
2. changes to State policies, and
3. internal changes such as the implementation of Fixed Asset e-forms (which replaced paper-based forms).
