University Policy 311.6 , Regulation on Security of Electronic Individually Identifiable Health Care Information under HIPAA

University Policy 311.6 has been revised to: 

  1. designate the University a hybrid entity,
  2. clarify that the Student Health Center and the Christine F. Price Center for Counseling and Psychological Services and any University research component that creates, receives, transmits or maintains personal health information as the “covered health care components” of the hybrid entity,
  3. delete the Department of Athletics and the Office of Disability Services as covered health care components of the hybrid entity, and
  4. identify the Assistant Vice Chancellor for Network Infrastructure as the HIPAA Security Officer.



University Policy 605.2 , Privacy and Confidentiality of Individually Identifiable Health Care Information under HIPAA

University Policy 605.2  has been revised to:

  1. designate the University as a “hybrid entity,” under HIPAA,
  2. clarify that the Student Health Center and the Christine F. Price Center for Counseling and Psychological Services and any University research component that creates, receives, transmits or maintains personal health information are the “covered health care components” of the hybrid entity,
  3. delete the Department of Athletics and the Office of Disability Services as covered health care components of the hybrid entity,
  4. identify the Chief Compliance Officer as the HIPAA Privacy Officer,
  5. identify the Assistant Vice Chancellor for Network Infrastructure as the HIPAA Security Officer, and
  6. clarify that reports of a privacy breach involving personal health information should be made to the HIPAA Privacy Officer.



University Policy 210, Out-of-State Academic Activity

Status: Newly Approved

In 2019, the U.S. Department of Education implemented regulations that condition institutional eligibility for Title IV funding on compliance with state authorization requirements. These regulations require institutions that offer out-of-state academic activities (including practicum experiences, faculty teaching from another state, distance education, online education, marketing, advertising, etc.) to be authorized to do so by the states in which their students are located. UNC Charlotte is relieved from the obligation to obtain specific authorization to provide distance education in states outside of North Carolina by its membership in SARA (State Authorization Reciprocity Agreement). This new policy:

  1. outlines the offices and personnel responsible for ensuring the University’s compliance with laws, regulations, and agreements related to state authorization;
  2. establishes governance and communication structures necessary to maintain state authorization compliance; and
  3. empowers institutional bodies, offices, and/or personnel to expect cooperative assistance from other institutional bodies, offices, and/or personnel in order to comply with state authorization laws, regulations, and agreements.



University Policy 717, Unmanned Aircraft Systems (UAS)

  November 21, 2019

Status: Revised

This University Policy has been revised to

  • broaden the scope of policy applicability to include all campus property;
  • streamline and clarify required advance notice requirements for UAS flights on campus;
  • clarify the circumstances under which UNC Charlotte may allow non-University commercial flights on campus;
  • prohibit UAS operations while UNC Charlotte is in Operating Condition C1, C2, or C3; and
  • articulate universal safety standards that must be followed.



University Policy 102.1 , External Professional Activities of Faculty and Other Professional Staff

University Policy 102.1 External Professional Activities of Faculty and Other Professional Staff, has been revised to clarify requirements regarding external professional activities including teaching, research, and contract work conducted by 9-month faculty or other University employees, including during the summer period.



University Policy 601.11 , Purchasing Policy

  August 28, 2019

Status: Revised

University Policy 601.11, Purchasing Policy, has been revised to provide clarifying language and to address some substantive changes such as a change in the Federal Uniform Guidance threshold for bidding. The revisions include specific updates re: Petty Cash, P-Card Purchases, Affirmative Action (including Veteran status), as well as specific updates regarding purchasing activity such as Standing Purchase Orders, Direct Pay Requests, Written Contracts (and Authority to Sign Contracts noted), and Consulting Agreements.



University Policy 601.12 , Acquisition and Disposition of Gift and Grant Property

This policy has been rewritten and revised to add substantial information including definitions, procedures, and roles and responsibilities.



University Policy 601.15 , Control and Management of University Equipment and Other Property

  August 28, 2019

Status: Revised

The revisions to University Policy 601.15 and its Supplemental Procedures reflect changes to various Fixed Asset processes and procedures associated with the following: 

  1. new accounting regulations as pronounced by the Governmental Accounting Standards Board (GASB),
  2. changes to State policies, and
  3. internal changes such as the implementation of Fixed Asset e-forms (which replaced paper-based forms).



University Policy 410, Policy and Procedure for Student Appeals of Final Course Grades

Status: Revised

University Policy 410, Policy and Procedure for Student Appeals of Final Course Grades, has been revised to (a) clarify where review is required by an academic dean; (b) make explicit how to proceed in the event of the absence of the grading faculty member due to sabbatical, employment change, disability, death, or otherwise; and (c) change the final level of appeal and decision to rest with the Academic Dean rather than the Provost.



University Policy 406, Code of Student Responsibility

Status: Revised

The Code of Student Responsibility has been revised to:

  1. Correct any procedural issues or inconsistencies experienced in applying the current version of the Code;
  2. Ensure that Code process and language align with practice;
  3. Improve readability and flow of the Code; and
  4. Make other improvements based on feedback.
